Summary
This report aims to promote an informed debate about how the ATT will actually work in practice and what mechanisms will be needed to make it effective.
Drawing on lessons from existing international agreements, the report looks at how implementation of an ATT will be monitored and verified. It explores possible institutional arrangements, monitoring and verification mechanisms, and adjudication, dispute settlement and sanctions provisions.
By demonstrating how similar monitoring and verification challenges have been dealt with elsewhere, Saferworld hopes that this report will help states resolve these issues as they continue in their discussions of an ATT.
