The development of Uganda's National Action Plan on Small Arms and Light Weapons

Summary This report provides a detailed picture of the nature of the small arms problem in Uganda and an important explanation of the way it is being addressed. The availability and misuse of small arms represents a threat to peace, security and development in Uganda. However, the Government of Uganda has recognised the urgent need to address the problem and has become one of the first in Africa to develop - with civil society - a comprehensive National Action Plan on Small Arms and Light Weapons (NAP). The NAP was developed following a detailed national assessment of the small arms problem, the methodology and findings of which is ooutlined in this report. The report also provides an overview of the contents of the NAP itself.
